I'm not in favor of sales tax. I'm even less in favor of sales tax that doesn't reflect the sales price, but instead is based on a book value that may or may not accurately reflect the value of your car.
When I bought my Corvair, I didn't pay much money for it. In fact, it's the second least money I've ever paid for any car ($50 VW Golf wins): $300. So that's what my bill of sale said.
But according to the State of Rhode Island, it's worth a whopping $5,750. Forget that the door doesn't match and that my driveway looks like a beach during the Exxon-Valdez incident, that's an insane jump in value...almost 20 times what was paid for the car.
As a matter of absolutely strict fact, I was taxed by the state to the tune of $402.50...or $102.50 more than I paid for the car. I'm currently engaged in an appeals process
I understand why this is necessary, I really do. Unscrupulous people claiming they paid $50 for a Porsche 356 or whatever. But why can't I have an appraisal done before registration, so I don't have to tie up $400 while the state decides how best to screw me out of it?
So Oppo, I pose the question to you: have you ever been shafted at the DMV, and did you manage to get it sorted out?

Never got screwed but was under investigation for a car I bought. Had to prove its value but was not any $ during the process.

The RI DMV got me even worse. I paid $2400 for my truck, they told me it was worth $14000. I balked and left to see if there was a way to appeal before paying. Decided a week later that I would pay the tax and appeal, at which point they told me it was worth $17000. Biggest bit of insanity ever.
I have actually not bought cool project cars because their NADA value is stupidly high and I don't want to pay thousands in tax on a car I bought for hundreds.

Jesus. We're pretty screwed here in the Ocean State. I had the same thing happen with a 84 Corvette...paid $2300, taxed on $9000. Just the absolute worst.

That would be the first positive thing to ever happen at a DMV, though I suppose your mom being there might make it weird.
